I have the honour to report that the Java-Chine- -Japan-Lijn recently enquired whether they would be permitted to carry through this Colony, without transhipment, 200 tons of ex- -plosives for mining purposes, consigned by the Dupont Denemours Powder Company, Hew York, to Lesers. Maintz and Company, Batavia.

I enclose a copy of a telegram which I address-

-ed to His Majesty's Consul-Ceneral at Batavia and a copy of his reply, in consequence of which I caused the Java-China-Japan-Lijn to be informed that the permission asked for could not be granted.

I enclose a copy of a letter, which I have

addressed to the Consul-General at Batavia.
